Without the electronic identifier of a building, such transactions as rent will become impossible, regardless of new or old properties.
In accordance with the new draft law on the control and protection of built-up environment, the necessary for the sale of real estate will be an engineer’s certificate, but from now on the electronic identifier of a property. For not transferable properties, it is required to receive an electronic identification card within five years, in which all changes to the building will be indicated from the very beginning of the construction. The ultimate goal of the new settlements is to resolve the issue of arbitrary construction. It should also be noted that, according to the statement of the competent minister, inclusion into this new law is not mandatory, but, otherwise, sanctions are provided. The number of unfinished declarations of arbitrary constructions reaches 45%.
In conclusion, the extension of the application of arbitrary constructions was granted, with a new date of November 3rd, 2016.
